The FAA currently has 518 Federal facilities providing Air Traffic Control (ATC) Tower Service to 16.1M flights each year. In 1982, the creation of federal contract towers (FCT) demonstrated a cost-saving of almost 75% over the Federal Facilities for smaller airfields. Currently there are 264 Federal towers and approximately 254 FCT towers. To be accepted as a FCT tower, an airport has to meet a Benefit/Cost ratio that many will never achieve. This means that these airports, many of which have commercial airlines flying into their uncontrolled airports, could not afford the opportunity, safety, and control of an ATC Tower, until now!
